The 33-year-old Ukrainian was arrested on August 2 in the state of Thuringia and is described as suspected of being a "low-level agent" for an intelligence service belonging to a foreign power, Bavarian police said in a statement.
The man is believed to have taken photos of the company in June this year and then offered them to his handlers.
The suspect has been detained pending trial.
