In a statement detailing the charges against a suspect, the prosecutor's office said he and others acted "on orders from state authorities in Ukraine."

On Wednesday, German prosecutors announced that formal charges had been brought against the 50-year-old Ukrainian man who was previously detained in connection with the sabotage.

According to German prosecutors, the man had a leading role in the sabotage. A captain, an explosives expert and four deep-sea divers are also said to have been part of the group.
