The 66-point plan, which will be presented to the council's 28 member states on Wednesday, was seen by the news site Axios. The plan outlines how to "create a government out of nothing, an economy out of ruins, and a territory out of disaster," a member of the peace council told the site.
The plan also includes sending a multinational security force to Gaza. For it to be implemented, both Israel and Hamas must participate.
