Search and rescue personnel were quickly dispatched to the scene after the explosion, which occurred at lunchtime on Sunday.
Nine people are believed to have been trapped under the rubble, but eight have been dug out and taken to hospital. None are reported to have serious injuries.
It is unclear what caused the explosion.
