Ali Shehab, 22, has been identified as a key figure in Foxtrot and is described as a close ally of leader Rawa Majid. He has been detained in Iraq since early December.
In addition to the shooting on a public street in Gävle last year, where six young people were hit in the lower body on the night of 4 October, he is suspected of ordering several acts of violence.
"This person is also in custody in my cases for instigating completed murders in Lund, Gävle, Norsborg. So there are several extremely serious crimes in Sweden for which he is in custody in absentia," says Helene Gestrin.
Ruled – from Iraq
The man is said to have recruited and instructed the shooters - all the while from Iraq.
He or someone else has contacted them via social media and then he has continued to have contact and given instructions about what to do, how to do it, when to do it, how to get weapons, etc.
In Iraq, he has been sentenced to life imprisonment for involvement in drug trafficking, also linked to gang crime in Sweden.
"We don't know exactly what the drug crime consists of and what it has looked like yet. We look forward to receiving the verdict in writing," says Gestrin.
Close cooperation
Sweden and Iraq have had close cooperation in the case. Gestrin says it has worked excellently.
We have been able to discuss various specific criminal suspects and cases in Sweden.
But because the man has both Swedish and Iraqi citizenship, Iraq will not extradite him.
It is unclear, for example, whether it will still be possible for Swedish investigators to question him.
We will need to analyze what this means for the Swedish preliminary investigations and also have contact with the Iraqi authorities about it, says Helene Gestrin.
