According to the Israeli military, the shooting was triggered when soldiers were sent to an area near the town of Tell after Israeli settlers claimed they had been attacked.
But accounts of the incident are conflicting, with local Palestinian leaders saying a group of about 30 settlers had attacked areas in Tell, the Times of Israel newspaper reports.
Israeli Prime Minister Benjamin Netanyahu called a security meeting on Friday. He said Israel would carry out raids on Palestinian locations suspected of harbouring “terrorists.”
The Palestinian Authority condemned the actions of the Israeli settlers and described the attack as “terrorism.”
