The crash occurred about 50 kilometres southeast of the city, and a fire broke out in connection with the incident. Firefighters were able to extinguish the fire within an hour of the crash.
The deceased have not yet been identified, and no other person was on board. According to police, it appears to have been a private helicopter.
The cause of the crash is unclear and the incident is being investigated.
