Murayama is highly noted for his apology for Japan's actions during World War II, which he made in 1995. He then described how his country through a "mistaken national policy" participated in the war and "through colonial rule and aggression caused colossal destruction and enormous suffering for people in many countries, especially Asian".
He was Prime Minister of the country in 1994–1996.
