"Someone poured flammable liquid into the letterbox and lit it," Tobias Aldgård, duty officer at the rescue service, told the newspaper.
The fire was reported at noon on Monday. Among the evacuees were three children, one of whom was an infant.
Several people have been taken to hospital, Expressen reports.
