According to police, it is unclear how seriously the people are injured. One person was helped out of the building by the emergency services.
"We broke open the door and went in with smoke divers," says Roger Sverndal of the rescue service.
The police received the alarm about the fire shortly after 11 a.m. on Monday. Ambulances, rescue services and police were called to the scene, which was cordoned off.
The fire is said to be extinguished, but there is still smoke, said police spokesperson Ola Österling at 12 noon.
A total of seven people were checked by ambulance personnel, two of whom were taken to hospital.
We are in the process of ventilating the stairwell and the apartments that have been affected by smoke, otherwise there has been no evacuation, says Roger Sverndal.
The police have interviewed witnesses and have launched an investigation into gross negligence endangering public safety.
