Leningrad Governor Aleksander Drozdenko says rescue services are on site, and that 42 drones have been shot down over the region.
There are no reports of injuries.
The data comes after Ukraine pressed ahead with attacks on Russian energy facilities.
Russia's Defense Ministry stated in a post on Telegram on Sunday that the country is preparing "massive attacks" on Ukraine's energy infrastructure in response to the Ukrainian attack.
