The man, who is in his 30s, was stopped by customs at the Ørje border station between Norway and Sweden.
According to customs, the man claimed the nitrous oxide would be used for baking and cocktails.
The goods were seized and the case was transferred to the police, customs section head Gro Lene Gundelsby told NRK.
Since July 1, it has been prohibited to import and sell nitrous oxide for the purpose of intoxication in Norway.
It is also prohibited to sell nitrous oxide for intoxicating purposes in Finland.
