Artan, 34, was questioned for several hours at the Miami airport before being denied entry to the country, despite holding a valid visa.
Gianni Infantino, president of FIFA, said it was "unfortunate" that Artan was stopped from refereeing the World Cup. As a stopgap, he has been assigned to referee the European Super Cup final between Paris Saint-Germain and Aston Villa in August.
According to the BBC, Artan also receives a salary from FIFA. FIFA has not officially disclosed the referees' basic World Cup salary.
