The Swedish Transport Agency (the government transport authority)'s ship inspector believes that action should have been taken.

It sounds like the passengers should be evacuated and the boat taken out of service, Gustaf Dillner told TV4's Cold Facts.

If a rudder is out of order and a certain amount of water is leaking in, we would generally say that the vessel is not seaworthy.

However, Mathias Widell, chief operating officer at the shipping company Ballerina, does not believe the lost rudder is a serious problem.

No, not when the ship has two rudders. We have a lot of boats, and things happen to them all the time. Things break.

The ship was taken out of service on Wednesday morning.
