The issue was raised during a board meeting of the club organisation European Football Clubs (EFC) in Monaco three weeks ago, the British newspaper reports.

Some clubs - including owners of English clubs - want lawyers to investigate what forms of salary caps could be introduced. Meanwhile, the EFC is still awaiting the outcome of a case in the European Court of Justice regarding a proposed cap on agent fees.

"Most of the money goes to players and agents, and the sums just keep rising and rising. But it's the fans who have to pay - it just means higher ticket prices, more expensive TV subscriptions and more expensive match shirts," a source told The Times.
