According to a press release from the European Commission, Sweden, Bulgaria, Spain, France, Luxembourg, the Netherlands and Poland have not yet transposed and notified national measures implementing the so-called CER Directive, which should have been introduced in 2024.

The directive includes, among other things, rules on which risk assessments and plans must be made for activities considered particularly important in crisis situations.

If Sweden and the others do not act, the Commission is asking the court to impose fines.
