EU countries are reporting that people who have been on the front lines in the war between Ukraine and Russia are returning with weapons parts and equipment, according to the document seen by Euronews.
"While these individuals are not necessarily linked to organized smuggling activities, these discoveries indicate a potential risk of weapons parts or other battlefield equipment being transported from Ukraine into the EU," it said.
The document forms the basis for ongoing negotiations between EU ambassadors, who are also negotiating a broader entry ban for Russians who participated in the war.
