France wants a strict line on who can receive public funding under the IAA - the European Commission's new proposal to boost the industry.
European public funds should support European workers and European factories, says Industry Minister Sébastien Martin on his way to a ministerial meeting in Brussels on Thursday.
By European, he means the 27 countries within the EU. Others, however, think that production that includes parts from countries such as the UK, Norway and Switzerland should also be included - or even like-minded countries elsewhere such as South Korea and Canada.
The plan is for EU countries to agree on their view on the IAA later this autumn.
