The sanctions, in the form of an entry ban, a stop to economic contacts and the freezing of any assets, apply to the second-in-command within RSF, Abdelrahman Degalo.
It sends a signal that the international community will come after those responsible, says EU Foreign Affairs Chief Kaja Kallas after Thursday's foreign ministers' meeting in Brussels.
The EU already has sanctions against ten people and eight organizations operating on different sides in war-torn Sudan.
