Today's proposal from Home Affairs Commissioner Magnus Brunner was expected after many EU countries voiced support for the change at a meeting of interior ministers in Luxembourg earlier in June.
Ukrainians have had a special right to reside in the EU since the renewed outbreak of war in 2022. The change now is that men who do not have the right to leave Ukraine, because they may be needed for military service, will not be granted the same right as other Ukrainians.
However, this does not apply to men who are already in the EU.
