The 90 billion can be used for both military and civilian purposes and help keep Ukraine going in 2026 and 2027. Kyiv is allowed to buy weapons from countries outside the EU, according to the agreement - but only if those particular weapons cannot be obtained more quickly elsewhere.
The EU heads of state and government agreed on the multi-billion euro loan back in December. The money will be borrowed using the EU budget, but in a way that means the Czech Republic, Hungary and Slovakia - who opposed the financing - do not have to participate.
The loan will only be repaid by Ukraine when the Russian war of aggression is over and Kyiv has received war reparations.
