No decision has yet been made, Commission President Ursula von der Leyen said after the EU summit on Thursday.
"There is a clear interest in ensuring that the benefits from this important agreement come into effect as soon as possible," she said at her press conference afterward.
According to von der Leyen, a decision on provisional application can only be made once one or more of the Mercosur countries have completed their approval procedure. She promised the European Commission would act in that situation.
"We will be ready when they are ready," von der Leyen said in Brussels.
The European Parliament, in turn, voted by a narrow majority to demand that the agreement first be reviewed by the European Court of Justice.
