EU May Open Backdoor for Ukraine Membership Talks

The EU Council President António Costa hopes to be able to let Ukraine in to formal negotiations about EU membership through a back door.

The opening is currently being blocked by Hungary, which has repeatedly stated that it is against taking the unanimous EU decision required.

After talks ahead of this week's informal EU summit in Denmark, however, Costa is optimistic about a solution where all so-called negotiation chapters can be opened with the help of a qualified majority only.

At present, he does not have the impression that it is completely impossible, says a high-ranking EU source about the chances.

Even if the talks can be opened, agreement is still required later to close them. The blocking of Ukraine means that for the time being, Moldova has not been allowed to open its negotiation chapters either.
