Russia must be forced to make concessions in the peace talks for the war in Ukraine to end, says EU foreign affairs chief Kaja Kallas.

The biggest threat from Russia right now is that the country is winning more at the negotiating table than it has achieved on the battlefield, Kallas said at the Munich Security Conference.

At the conference, European representatives have insisted that Europe must take the lead in defending against Russia. Kallas said on Sunday that European defense "starts in Ukraine" and depends on how Russia's war ends.

She demanded that the Russian military be limited, that Moscow pay for damages and be held accountable for war crimes.
