Proposals for joint EU measures are expected when von der Leyen delivers her annual State of the Union address in September.
"This is the proof we have been waiting for," she said on Monday after receiving the final report from a working group that looked into the issue.
"It's not about children's access to social media. It's about when and how social media should be accessible to our children. We need to consider a . . . gradual access for different ages," says von der Leyen.
Several EU countries have already independently introduced different age limits for young people's access to social media.
