"The EU's position is clear: Israel's settlements in the West Bank, including the E1 area, violate international law," the union wrote in a statement.
Britain, France, Germany and Italy have previously united to condemn Israel's plans. Sweden has also joined the criticism.
In recent years, violence by Israeli settlers against Palestinians has increased in the occupied West Bank. Earlier in August, Israeli military forces intervened against settlers who were besieging Palestinian homes in the village of Qusra.
