"We cannot allow the unilateral dismemberment of an independent country. Borders must not be changed by force," von der Leyen stated in a speech to the European Parliament on Wednesday morning.
In the speech, she goes through some of the basic guidelines that still apply to EU countries regarding Ukraine, not least about who needs to be involved in the discussions.
Nothing about Ukraine without Ukraine. Nothing about the EU without the EU. Nothing about NATO without NATO, says von der Leyen.
Economically, she also promises that the Commission is now ready to present a concrete legislative proposal on how the EU wants to use frozen Russian state assets to support Ukraine.
"I want to be clear here: I cannot see any scenario where European taxpayers alone will foot the bill," von der Leyen said in Strasbourg.
