The disagreement concerns, among other things, a ban on the purchase, import or transport of Russian liquefied natural gas (LNG). Greece questions wording that would hit the country's shipping industry hard.
An agreement is needed by Thursday to avoid raising the price cap on Russian oil from $44 per barrel (around SEK 425) to $58. Raising the price cap would be economically beneficial for Russia.
Last week, negotiations on the sanctions package, the 21st from the EU, failed, leading to the deadline for an agreement being pushed back by a week, to Thursday.
Sanctions must be approved by all 27 member states.
