The disagreement concerns, among other things, a ban on the purchase, import or transport of Russian liquefied natural gas (LNG). Greece is questioning formulations that would hit the country's shipping industry hard.
An agreement is needed by Thursday to avoid the price cap on Russian oil rising from $44 per barrel to $58. Raising the price cap would be economically beneficial for Russia.
Last week, negotiations on the sanctions package, the EU's 21st, failed. The talks were then postponed.
Late Wednesday, the EU announced that the meeting would continue on Thursday morning. Sanctions must be approved by all 27 member states.
