Estonia's parliament has adopted a bill to ban the country's large Russian minority and others who are not citizens of EU countries from voting in local elections.

The parliament voted through a constitutional amendment according to which "the right to vote in local elections would be revoked for third-country nationals residing in Estonia", according to a statement.

If the president signs the law, the measure would affect 80,000 Russian citizens living in Estonia.
