Ghalibaf, who is also the speaker of Iran's parliament, said in a speech on state television that the US naval blockade must be lifted, oil sanctions against Iran must be abolished and the country's assets abroad must be released, AFP reports.
"I want to make it clear that the Strait of Hormuz will not be opened until the American commitments set out in the Memorandum of Understanding ... are implemented," he said.
The points were included in the declaration of intent signed between Iran and the United States in June, which stipulated a ceasefire for 60 days - a period during which a more long-term peace solution to the Iran War would be negotiated.
US President Donald Trump has said he does not want to extend the ceasefire, writing on Truth Social on Tuesday that "no talks or conversations are ongoing or scheduled with Iran."
He also claimed in the post that the Strait of Hormuz is open but that the US blockade against Iran is in full force and that all the mines that are said to have been laid have been removed or detonated.
Use diplomacy?
The 60 days expired on Monday without any agreement being reached.
Early on Tuesday, Turkish President Recep Tayyip Erdogan urged US President Trump to continue negotiating - despite the American answering "no" when asked if he wanted to work towards an extension of the ceasefire.
"Erdogan stressed the importance of making full use of diplomacy in the face of tensions between Iran and the United States," the Turkish presidential office said in a statement, according to Reuters, indicating that the two spoke by phone.
Threatens Oman
On Monday, Trump also threatened to "bomb the shit" out of Oman if the country stands in the way of a deal on the Strait of Hormuz.
The move came shortly after the spokesman for the Iranian Foreign Ministry, Esmaeil Baqaei, said that Iran and Oman are very close to reaching an agreement to allow ships to sail through the waterway, which is so important for global oil trade.
Mediating country Qatar said on Tuesday that an agreement between Iran and Oman is crucial for talks between the US and Iran to resume.
Turkey, which borders Iran, has repeatedly called on the parties to end the war.
