Not since the 1970s has the EU waited so long to expand. Now Albania and Montenegro in particular are hoping for a breakthrough to join.
The EU must be brave and find a Helmut Kohl opportunity, says Albanian Prime Minister Edi Rama, referring to how former German chancellor Kohl acted when the Berlin Wall fell.
The great man (Kohl) did not say to the East Germans: "Now you have 35 negotiation chapters to go through." He said that "Now we are together and we will help you further," says Rama on the way to Friday's summit between leaders of EU countries and the six applicant countries in the Western Balkans.
