The German food delivery giant Delivery Hero, which among other things owns the Foodora brand, is getting billion fines from the EU for cartel activities.

According to the EU Commission, Delivery Hero and Spanish Glovo have agreed to exchange market information, divide markets between themselves, and not poach each other's employees, since Delivery Hero acquired a stake in Glovo in 2018.

"This case is important since their approach was facilitated by Delivery Hero's minority stake in Glovo," says competition authority Vice President Teresa Ribera in a press release.

"It is also the first time the Commission is acting against a non-poaching agreement, where companies stop competing for the best talents and reduce employees' opportunities," says Ribera.

The fines amount to approximately 3.5 billion kronor: 105 million for Glovo and 223 million euros for Delivery Hero, which has been the majority owner of Glovo since 2022.

The companies have, according to the EU Commission, acknowledged their participation in the cartel, which has also led to a 10% reduction in fines.

The investigation has been ongoing since 2022, and already last summer, Delivery Hero - with Swedish Niklas Östberg as CEO - flagged that they risked facing fines of around 400 million euros.
