The statement, on X, comes the day after Donald Trump threatened Havana, saying "reach a deal before it's too late."
Díaz-Canel adds that Cuba has always been open to talks that take place with mutual respect.
"As history shows, relations between the United States and Cuba must be based on international law rather than hostility, threats, and economic coercion if they are to develop," writes Díaz-Canel.
Trump's threat comes against the backdrop of US action in Venezuela involving Nicolás Maduro, which has meant that shipments of Venezuelan oil to Havana have been cut off.
