The embassy has relied on backup generators during the many power outages over the past 18 months, and the Trump administration's blockade has, according to the newspaper, worsened the situation.
But there will be no imported diesel. The Cuban government calls the request “shameless” and rejects it.
The embassy is now warning the US State Department that it may be forced to send staff home.
