Stockholm University has – together with Gothenburg University – been given the task of helping the Swedish Higher Education Authority (UHR) – with the design of a citizenship test.
According to the government, the first phase should be completed by August 2026. By then, among other things, a reading comprehension test and a listening comprehension test should have been developed.
But according to Vendela Blomström, responsible for test construction at Stockholm University, it takes at least three years to design the type of test the government requires.
This timeline contradicts what research and international practice say about the time needed to be able to design a legally secure test with high reliability and validity, says Vendela Blomström to Universitetsläraren.
