The president has long called for stricter rules around mail-in voting, after spreading the false claim that his 2020 election loss was due to widespread voter fraud.
According to Trump's order, the USPS will compile lists of eligible voters from the states and only deliver mail-in ballots to people who are on those lists.
The president has defended the order as a way to stop illegal voting by people who are not U.S. citizens - a problem that many studies have shown is very uncommon.
The court ruled that the presidential order causes “irreparable harm” to voters by creating confusion around postal votes.
