Michael O'Flaherty, the council's commissioner for human rights, says in a statement that the member countries should do everything they can to prevent human rights from being violated, writes AFP.
The statement comes days after Germany decided to stop deliveries of weapons that could be used in the Israeli plans to take control of Gaza city.
"More needs to be done, and quickly", says O'Flaherty according to the statement.
Israel's prime minister announced last week that the country's security cabinet had approved a plan to take over Gaza city. Several world leaders have condemned the plan.
The Council of Europe was formed in 1949 to promote and disseminate democracy, human rights and the rule of law. Almost all of Europe's countries are members of the organization.
