In a letter to Orbán seen by TT, Costa emphasizes that leaders who make unanimous decisions are bound by them.
No one can "be allowed to undermine the credibility of decisions taken jointly by the European Council," Costa writes, urging Orbán not to block the EU's €90 billion loan to Ukraine.
The heads of state and government decided on the giant loan in December. However, Orbán can block it because the legal text for the measure must be approved unanimously by the council.
Orbán has threatened to do so, citing that Russian oil is not currently flowing through the Druzhba pipeline to Hungary. According to Kyiv, the pipeline was damaged in a Russian attack, but Hungary accuses Ukraine of delaying repairs.
