Despite allegations of corruption and infidelity, Paxton won with strong support from President Donald Trump, defeating incumbent Senator John Cornyn, who had held the seat for four terms.
"Today, change was on the ballot, and change won," Paxton told supporters in his victory speech in Plano, The Washington Post reports.
In the midterm elections this fall, Paxton faces Democrat James Talarico, who accuses his opponent of being America's "most corrupt politician."
Democrats, who have not won a state election in Texas since 1994, see Paxton's victory as a historic chance to win the state in November.
