The statement was published on Sunday by Switzerland after the country hosted negotiations between Congo-Kinshasa and M23, which is backed by neighboring Rwanda.
The parties signed a US-brokered peace agreement with US President Donald Trump at the end of last year, but the fighting has continued nonetheless.
After a new round of talks in Switzerland last week, the parties said they had outlined a way forward.
The talks have been held behind closed doors and have also included representatives from the United States, Qatar, Switzerland, the African Union and Togo.
