The Security Council met at Russia's request to discuss the alleged drone attack on student housing at a university in the Russian-occupied Luhansk region on Friday night. The death toll has risen to at least 18, Russian authorities say.
Ukraine says it did not attack civilian infrastructure but targeted the headquarters of a Russian military unit. "Manipulative information is being actively spread by Russian media," the country's General Staff wrote in a statement.
Russian President Vladimir Putin, however, has asked the military to prepare a retaliatory attack because, according to him, there are no military targets near the buildings hit by Ukrainian drones.
