The Rescue Service South East revoked the permit for the company Uppländska bergborrnings AB, citing that the company's explosives had appeared in criminal circles.
"The Administrative Court notes, however, that the current regulations do not impose such a comprehensive responsibility," the court writes in a press release.
The Rescue Service has not provided concrete examples of how the company would have breached the regulations, the court points out. Nor has it been able to show that the revoked permit is of significant importance to reduce the future risk of unauthorized conduct, according to the verdict.
