Civilian deaths were recorded as guerrillas killed to exaggerate the military's successes, according to the court. The JEP reported more than 6,400 such cases in 2021. The higher number reflects the extension of the investigation period from 2002–2008 to 1990–2016 and information from new sources.
It is highly likely that the number will increase further, JEP chairman Alejandro Ramelli says.
The JEP investigates war crimes as part of a peace agreement reached in 2016 between, among others, the government and the FARC rebel group.
