Climate goals promise too little

Global emissions are expected to decline, a new UN report shows. But it's only a small decrease.

Emissions in 2035 are estimated to be 12 percent below 2019 levels, according to a compilation from the UN Climate Convention UNFCCC. Before the 2015 Paris Agreement, the increase in emissions by 2035 was estimated to be between 20 and 48 percent.

But despite the trend reversing in ten years, the reduction is not enough to reach the 1.5 degree target.

- With the new plans in place, we will perhaps reduce emissions by 10-15 percent by 2035, which in itself is a step in the right direction, but we need to do considerably more, says Sweden's chief negotiator Mattias Frumerie to Ekot .

The compilation is based on the national climate commitments, the so-called NDCs, that have been submitted. But countries have been late in submitting their plans and the updated compilation from November 10 does not include all countries. Among them are certainly the EU and China, which submitted their contributions in the past week, but not major emitting countries such as India, Saudi Arabia and Iran.

NDC is an abbreviation for Nationally determined contribution and is often called national climate plan in Swedish.

It is a document that describes concrete goals and measures for emission reductions to achieve the goals of the Paris Agreement from 2015.

Every five years, countries must submit an updated plan on how to reduce emissions. Each plan must be more ambitious than the previous one. The first NDCs were submitted in 2020.

The NDCs submitted this year will set the framework for climate work until 2035.

The deadline for this year's NDCs was in February, but was extended to September. Despite this, the majority were not ready until close to the meeting. The EU presented its climate targets with less than a week to go.

The US was among the first countries to submit its climate plan, shortly after the last climate summit. The plan aimed to cut US emissions by at least 61 percent by 2035, but it is being ignored by the current Trump administration.
