The meeting is held in Beijing on 20-23 October, reports the state-owned New China (Xinhua).
This is the 15th time the Communist Party is drawing up a five-year plan, with overall goals for the coming half decade.
China has struggled with slow economic growth, record-high youth unemployment and declining birth rates since the start of the current five-year period. The trade war with the US, triggered by President Donald Trump's threats of massive tariffs, also hits the country hard.
In April, President Xi Jinping said that China should focus on development and security over the next five years.
According to New China, Xi then called for "a comprehensive assessment of domestic and external risks and challenges".
