The message comes at the Communist Party's plenum, which ends on Thursday.
Zhang Shengmin's predecessor in the post, He Weidong, was expelled from the Communist Party last week along with eight other high-ranking military personnel. All nine are accused of having violated discipline, according to a statement from the Chinese Ministry of Defense.
