Among the biggest gains, Japan's Nikkei 225 is up 2.3 percent, while the broader Topix is up 0.9 percent.
The Hong Kong-based Hang Seng is also climbing, up 0.8 percent.
South Korea follows the trend, with the Kospi up 0.4 percent.
In China, markets are also rising. Shenzhen is up 1.2 percent and Shanghai is up 0.2 percent.
