Freuler, 33, and a regular clubmate of Swedish national team player Emil Holm in Bologna, is suffering from a broken collarbone.
The veteran is replaced by Christian Fassnacht, who has not played for the national team since March 2023.
Switzerland took a big step towards the World Cup finals with a 2-0 victory against Sweden in Solna in October.
Michel Aebischer was missing at that time. He will be back for the meeting at the Stade de Genève on November 15th.
Switzerland will conclude the World Cup qualifiers against Kosovo in Pristina on November 18. At the same time, Sweden will play at home against Slovenia.
