Last week's flood disaster took the lives of at least 120 people and several of them participated in a Christian summer camp for girls. The camp, Camp Mystic, was held by the Guadalupe River, which rose eight meters in just 45 minutes.
The US disaster agency Fema has, after requests over the years, changed their 100-year-old flood map. In 2013, 15 of the camp's buildings were removed from the map and as many during the years 2019 and 2020.
Since the camp area has been included on the map, the camp has been forced to have flood insurance and been subject to stricter rules for any construction projects.
Experts tell AP that the requests to Fema to remove the buildings from the map may have been a way for the camp to avoid paying insurance, lower insurance premiums and enable new construction and renovations.
